This website has been commissioned by Suffolk County Council and run by Capsule Marketing.

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software

Contacting us by phone or visiting us in person

We provide a text relay service for people who are D/deaf, hearing impaired or have a speech impediment.

Our offices have audio induction loops, or if you contact us before your visit we can arrange a British Sign Language (BSL) interpreter.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.1 AA standard.

Non-accessible content

The content listed below is non-accessible.

Non-compliance with the accessibility regulations (website) 

  • Interactive elements that can be navigated using the keyboard should be surrounded by a visual outline whenever they are focused.
  • Every page should include hidden links that by clicking on them (either using keyboard navigation or a screen-reader), the user will “skip” certain blocks directly to main landmarks such as main content, menu or footer.
  • Required form fields should include an “ariarequired” attribute that equals to “true” so blind users using screen-readers know their validation.

We plan to fix these issues by July 2021.

Disproportionate burden

We don’t categorise any of the accessibility issues on yes2test.co.uk as a disproportionate burden to fix within the meaning of the regulations (with the exception of PDFs and other documents).

Suffolk County Council have published a disproportionate burden assessment that explains:

  • They carried out detailed accessibility checks of suffolk.gov.uk and their interactive tools and transactions – as this is their most important content
  • They carried out basic checks of their other websites including yes2test.co.uk – as paying for detailed checks would be a disproportionate burden on their organisation
  • They planned to fix the top 10% most viewed documents on suffolk.gov.uk by 23 September 2020 – as fixing every document would be a disproportionate burden on their organisation

PDFs and other documents

Many of Suffolk County Council’s older PDFs and other documents may not be suitable for users of assistive technology. This fails WCAG success criterion 4.1.2 Name, Role Value.

The accessibility regulations don’t require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, Suffolk County Council do not plan to fix old PDF newsletters that might still be published and accessed through our website.

They planned to fix the top 10% most viewed PDFs and other documents published since 23 September 2018 (plus any essential service documents published previously) by 23 September 2020.

What we’re doing to improve accessibility

Suffolk County Council will continue working towards meeting WCAG level AA for the current version of suffolk.gov.uk and work in partnership with Capsule Marketing to do so for yes2test.co.uk, including:

  • maintaining Suffolk County Council’s content guidelines, which explain how to create accessible content
  • working with developers and editors to fix code and content issues with their websites
  • carrying out further accessibility testing involving people with disabilities and impairments

Preparation of this accessibility statement

This statement was prepared on 6 September 2019. It was last reviewed on 8 April 2021.

A basic accessibility check of yes2test.co.uk was last carried out in April 2021 by Capsule Marketing.

We carried out our testing based on a sample of our most used pages, forms, documents and other media.

We used a combination of methods to check this website, including:

  • manual sampling (using WAVE and other tools)
